An authorization is not a document. It is a list of obligations
A certificate of authorization arrives as a PDF, and that is where it stays. Its conditions, meanwhile, scatter: a limit ends up in a spreadsheet, a frequency in a shared calendar, a reporting obligation in the head of whoever negotiated it.
Enviro works the other way around. The document is filed once, then broken into conditions. Each becomes a line in the portfolio, with its deadline, its owner and the evidence expected of it.
